I am getting a new iPad and have been consider a cellular version. I don’t want to pay for an iPad add-on, even if Public Mobile offered this, which they don’t. I don’t want to tether my phone because this drains the battery fast. My perfect solution would be to just switch eSIM from my iPhone to my iPad when I wanted to use data for longer sessions and for quick things I would just tether to my phone. Has anyone done this or does anyone know if this is possible?

Possible. But not feasible if you plan to switch back and forth
While you can install a new eSIM on iPad, the old one will be voided once the new one is activated. So you need to buy a new one if you want to move back
But remember eSIM replacement is free with conditions. One main condition is there is only one free eSIM every 15 days
Also, remember you cannot receive SMS text and phone calls on iPad
