I accidentally paid for two public mobiles and wondering if I can cancel the wrong one and get a refund?

You will need to contact customer service agent to fix your issue. Either via the following link:

depends on the case.  If you meant you activated two accounts, then probably yes

if you meant you paid twice to an exsiting account, the money should be left in Available funds and can be used on renewal

but you can check with PM.  Just open ticket with them using the Orange Chatbot icon on lower right, start typing Submit ticket, choose Contact Us and then follow the screen to login and submit ticket

What did you paid for two of? Plan or SIM?

You will need to clicking on the Chat bubble and type in Submit a Ticket or Contact Agent and explain your issue.
