Can I add a Apple watch to my plan

PM llikely won't support esim on Apple Watch any time soon

although PM has eSIM support, but it's eSIM won't work on Apple Watch.,  Pixel Watch or Galaxy watch

To support  smart watch, other than eSIM,  the carrier has to invest more into the infrastructure (servers and software) which PM does not have   

Sorry, to have a plan setup with your Apple Watch you have to activate with Telus or other Tier 1 providers (Bell, Virgin Mobile, Rogers)

Unfortunately you cannot add to your plan. Also, Public Mobile does not support Apple watches. 

You can however use Hotspot.
