How to turn off call barring on a Samsung to allow for incoming/outgoing international calls, with a plan that allows it? Data and texting are working just fine, not able to make a call - and a code prevents me from turning off call barring.

For Android (Samsung, Google Phone app, etc.)
Open the Phone app on your device.
Tap the menu icon (three dots ⋮) in the upper right corner of the screen.
Select Settings from the menu.
Tap on Calls or Supplementary services.
Select Call Barring.
Choose the specific call barring option you want to turn off (e.g., "All Incoming" or "All Outgoing").
Enter your barring PIN when prompted; try 0000 or 1234.
Confirm by tapping Disable or Turn Off.
