You bet complaints have been submitted. I think about 1800 were registered due to the backlash for raising prices on the 2016 fall promo.
With respect to why there is a knowledge base is because it is a wireless code requirement that service providers make it known to customers that the CCTS is a vehicle for customers to initiate complaints about their service provider where wireless code violations may have taken place. Search the wireless code, there is a reference to this.
