CAN/US Data plan

My mom is going on a cruise shortly and she has the CAN/US data plan.  She isn't really all that tech savvy and explaining to her how to enable and disable roaming isn't going to be much of an option.

Having said that, the cruise will leave from NYC and travel down to Florida and eventually around the Caribbean.  With the existing plan and PM being post paid, could I not just leave her phone with roaming on and when she makes cell contact in the US ports she will get data but no data in the Caribbean since PM doesn't have roaming outside of CAN/US.  Am I right in assuming this?

No service and no roaming charges to worry about in the Caribbean or on the ship. The only way you are Mom can get service on the ship is to buy a Wi-Fi package from the cruise line. 

Your mom should be able to make and receive calls and use mobile data when she is on land in the US.  However, the settings on the phone may need to be adjusted, selecting correct network (4G LTE on T-Mobile or AT& T) etc. Do you live close enough to the border or are able to pop over to the US to make sure her phone is working before her trip? Most devices that I have seen do not have a setting to enable roaming, but there is a data roaming setting.

Often, there is nothing to enable. Sometimes, roaming data needs to be turned on in the settings (if data use is needed), but that might already be turned for the device.  Pubolic Mobile does not have postpaid services.  The service will not work out of Canada and the US.
