Without the quote option it is difficult at times to know what post is being commented.

Like you - i cannot find the 3 dots while on mobile device. I did find the 3 dot on a desktop.

Near top left of reply window - just above it - is Macros and three dots ...
Click the 3 dots and now there are more tools. Click the dbl quotes icon

From everything I’m reading this is just on desktop website version right now. And maybe not showing up because the software broke the mobile version I dont know just a best guess

It's a dear missing friend.
It would be even better to have a dot that would link it to the exact reply poster was responding to, so you are not at anybody's mercy

For me the quote works on my ipad (safari, chrome) and on my windows 10 desktop (firefox, chrome)
