A10
Your device should work on our Network.
Your device has not been reported as lost or stolen.
However the phone cannot connect to the cellular network. I wont connect with my own sim either but both work in my Galaxy S8

Videotron / Fizz and Freedom / Wind only used that weird AWS band for 3G
That's why at launch not many handsets supported
Nowadays it is a normal band (but not on Blackview)
A10 is a super budget phone (they sell for like $30 to $50 CAD depending where buy) but it looks like 2G only for North America

An A10 certainly will not work anywhere in Canada EXCEPT ROGERS
(and even then network is being shut down in 2020 so...)

@myrddraall if the spec sheet linked here by @kav2001c is the right one for your phone, unforunately it's is unusable at Public Mobile (as well as Koodo, Telus, Bell, Virgin Mobile, Lucky mobile--not sure about Freedom, Videotron, or Fuzz); it will work with Rogers, Fido, or Chatr, since they all run on the Rogers network, which offers a compatible 2G GSM network (though it is slated to be shut down sometime next year I believe).

@kav2001c Thanks for the correction. 👍👍

Blackview is a good company
BUT

I think the other link is wrong; both because what you linked contradicts a much better known website + my personal experiance shopping that brand
*I actually own one of the few BV phones that do work properly with Public, but its a rugged device I gave to children to use

@myrddraall The specs here: https://www.mobitabspecs.com/products/blackview-a10/ suggest your phone should be fine on the 3G network (for calling, texting and data) but will not connect to LTE.
Are you sure the phone is unlocked? What message appears when you reboot the phone with the SIM installed? Since your PM SIM works in another phone it suggests it is locekd to another network.

No familiarity at all with your phone.
