I read up before purchase and it what i read said I should be able to use BlackBerry Key2 LE on Public Mobile. I wanted a dumb phone. So far all the apps I've needed have worked. The only thing that does not work is sending and receiving pictures via text message. I have tried EVERY APN setting I can find on PM site and through google. Does anyone have one working? if so, could they share their APN settings and what worked for them. I've sent a help request through to PM Tech's hoping they may have an answer too.

My dad was using that exact device on Public Mobile up until 2 weeks ago when he finally switched because the android version (9) was so out of date that he couldn't download many apps anymore.
I'm about 90% certain that I tested VoLTE on his phone and it worked fine on Public Mobile, even though it's not on the VoLTE whitelist. I'm pretty sure he was able to send/receive MMS without incident too, although admittedly most of the time he just used WhatsApp.

I do understand your preference for this device, but if it's within an applicable return policy, I would consider returning this device for a refund. This device is very old and will not receive any updates. Most importantly, if VoLTE doesn't work on this device at Public Mobile, within the next little while, phone calls won't work on it any longer (although the exact timeframe of final decommissioning of the 3g netowrk is unknown).
As for your question about MMS, Public Mobile support probably isn't going be able to help much other than ask you to double check the settings again. For APN type, does it say default,mms ?

have you try this APN setting yet?
APN: sp.mb.com
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMSC proxy: mmscproxy.mobility.ca
MMS port: 8799
MCC: 302
MNC: 220
APN Type: default,supl,mms
and did you turn on Mobile data? you need that for MMS
