We have 2 phones and are getting double billed for one not sure which one --- can an agent contact me

No customer service agent will initiate contact with you. You will need to start that process.
So you are getting 3 charges for 2 accounts on the same day? Did you have trouble with one of your accounts when you first activated? Sometimes a "ghost" account is created and the ghost account gets charged.
