I have two bills for July was I charged twice for that month?

were the 2 bills dated July 1 and 31st? PM is running on 30 days cycle, so it is possible to have 2 bills on the same month, but it won't happen a lot
Provide us more info so we can advise. Check Payment History in My Account to confirm the dates of the 2 charges. It should show you how the funds were used. Maybe provide us a screenshot for those transactions
Also, confirm if thee are any Available Funds on your My Account now

use browser from computer,and clear cache and cookies and use one page inPrivate mode,
To Login Page
do you see that amount at Available Fund,, if yes then ok keep it for next cycle will be taken from there automatically.
if no then contact PM Customer Support Agent, create a Ticket.
