I set up a new account with a new number for my sister a few days ago. Initially the activation failed, but now service is up and running fine. However, I still can't log into her self-serve.
She still needs her number ported in (from Bell), which I haven't attempted yet. What are the best steps to take that are least likely to cause issue?

If the new number is activated and working, currently go with that. Best practices for porting are the following: wait till December for the moderators to fix all the current porting numbers. Starting January, things would be a bit calm. You can then port the number without any issues. If you do so now, you are just going to fall straight in the pool of "port stuck".
I know this requires patience but it's the only thing that can give you a smooth porting experience. 🙂

Yikes. Yeah, I guess waiting would be wise - I at least have to wait to get the self-serve login issue cleared up anyhow.

I'd honestly suggest waiting
There are many ports "stuck" right now
You might be one of the lucky ones
But if unlucky she could be without service for days
