I've completed all the other steps to transfer my phone number from Bell, but have yet to receive the text to install the Public SIM Card

Porting is not instant after replying with the "YES" messgae by text messaging. Until the porting has completed, most calls and text messages will continue going to the service of the old carrier. For that reason, the customer might not want to install the Public Mobile SIM card until after the old carrier's SIM card stops working/providing service.

There isn't any text message that tells you to install the Public Mobile SIM card. The text messgae sent by Public Mobile advising customers was reworded to say that the customer should restart the phone. That is actually confirmation that number porting has completed. That text message wouldn't be recevied unless the Publci Mobile SIM card was already in the phone. It wouldn't be possible to receive any text message advising you to insert your Public Mobile SIM because once porting was complete, your old carrier's SIM card would have stopped working.

@GordonW , did you receive a text from the Bell end to confirm the number transfer? That is the key step. As for the Public Mobile SIM, it should be usable once you completed the activation process even while the number transfer is in progress.

Did you get the text from bell confirming the port and replied Yes already? If so you just have to download the public mobile app and continue with activation. Once you do that you can insert the PM SIM card and a possible reboot and a you should be good to go.
