If you wished to use an apple watch in combination with an iPhone X, that could be done, but the watch would have to be connected via bluetooth or hotspot at all times to use features that require an internet connection. Even if the watch had a sim card slot, Public Mobile does not offer data sharing plans.
What I'm uncertain about is the Apple/iTunes activation process and if the watch would have to be attached to a service to get through that. With an iPhone device, you can bypass and activate in iTunes even with an inactive sim card inserted.
