I'm not receiving calls. They only go to voicemail. Also when I make a call. Sometimes I have a signal and sometimes I don't.

did you try Reboot phone and Reset network settings?
and someone reported data issue in Ontario near Hamilton this morning. If yours is voice, it might not be related, but just in case

are you in Manitoba? if you are , what phone you have?
Manitoba has started removing 3G networks there. It will affect voice calls. Only phones that is on PM's VoLTE whitelist can use VoLTE for voice, or they will lose voice completely
