What is the specific issue? Typically to port a number , you need to provide information that proves you are the owner of that number.
Also, you cannot cancel your Rogers service before porting it to Public Mobile. If you've already cancelled your Rogers service, you've lost your phone number unless Rogers can activate your account and give you back you number.
