Im looking for an Add on that will work in Costa Rica? 

Mainly for data usage.

Unfortunately, PM only offers roaming in the US.  You would have to purchase a local sim or use another sim like https://wrapteldatasim.com/Unlimited-Data-SIM-Card-Costa-Rica

Public mobile only has roaming add ons for the US. You would have to get a local sim card to use in Costa Rica. 

Edit: you can look on amazon for international sim cards or consider getting a portable wifi hotspot. You can also use fongo for use on wifi or with mobile data. You can call forward your pm phone to fongo and leave your pm sim in canada while you are travelling to be able to continue to recieve calling to your pm number.
