Cannot find my roaming on phone

on my iphone it's in Settings > Cellular > Cellular Data Options >...the toggle ON Data Roaming.

Disable Airplane mode first.
If it is an iPhone, it would be under Settings-Cellular-enable Cellular Data.
If it is an Samsung, go to Settings-Mobile Network-enable Data Roaming.
