Purchasing add-ons is a two-step process. Have you checked to see if the amount of the add-on is sitting in your Available funds? If there is no money there and you see the add-on listed in your account overview can she manually select the T~mobile or AT&T network?

@pirateinuk if the addon appears on her overview page in the self service account. Have her enable roaming and restart the phone. Stay safe.
If not, and the funds are there as a credit then buy the add on. It's a 2 step process add the funds and then buy it. See below.
