Public mobile does not offer iPad/tablet data only plans.
However, some customers have found work arounds, As mentioned, you will need to activate new account with new email address. The major potential issue is trying to login into your self service account for tablet. Often requires 2FA text which is needed to access. However, since iPad unable to receive texts. Customers should be able to receive 2FA email instead, but that does not work all the time. While others have changed 2FA text to a different phone number.
Since PM does not support tablet plans, customers need to troubleshoot themselves if any issues with their tablets and PM service. Probably just easier to use tablet and hotspot from your phone.

@Buddy7 actually you can do that
Activate an account on the phone first, use physical sim or eSIM
After the account activated in the phone and works, download PM app on the iPad, login and buy eSIM at Account -> Purchase sim card -> eSIM on the app and it will work

There's no option to do this. An eSIM cannot be used for an iPad at Public Mobile. The iPad would need to be used as a Wi-Fi device instead.
