PM might have already charged you. Check the Credit card first. In fact, it might have got the money more than once. Try again.
821 is usually a problem when you put in porting request. Did you put in IMEI number instead of using Account number? Which provider you are trying to port in from?
Also, put in your PM SIM in a phone to see if it can connect to PM network? If so, try to make an outgoing call, it might work. Incoming call probably won't work as porting likely not completed.
