the SIM works, the phone you said works with another SIM... was that rogers SIM?
6S model also works with PM, I can verify that.
Now the blacklist part. Whoever reported that IMEI number to blacklist, only they can remove it form that list.(your case if rogers reported that then you need Rogers to clear it )
Within 3 days it can be used again.

OK, we're getting somewhere @Fai , glad I mentioned the device check option earlier, and that you took the time to check it.
Your best bet is to contact the latest mobile provider where it had active service and demonstrate to them you are the righteous owner of the device and go from there.
Presuming there are no outstanding monies owing to the mobile provider for the original purchase of the device, there should be minimal barriers to getting it delisted from the blacklisting.

If you originally asked Rogers to blacklist the phone then contact them to remove it from the blacklist. They are required to do this upon your request. It can take up to 72 hours for it to be removed.

@Fai did you try to reach out to Rogers? Maybe they can put if off the block list.

You can go to your local Apple Genius Store to have them to unlock your iPhone 6S but you need to bring proof that your are the original owner.

and send your report,

@Fai Was it Rogers that you had to call to have it blacklisted? If so you'd have to call the provider that blacklisted it and ask them to remove the blacklist. Not sure what the actual process you'll have to go through however.
At least you figured out the problem. You will have to use an alternative phone for now until you resolve that issue. If you joined with a referral code for a $10 sign up bonus. That will be credited to your account within 72 hours of activation.
Happy Holidays!

I presume you've used this device before with another mobile provider, or is it "new" to you?
Check to ensure device isn't blacklisted.

@Fai Ok great!!!. We know the sim card is working. So we also know it's an iPhone 6 that Rogers said they have unlocked.
So now please put your sim card in the iPhone 6. Connect the phone via wire to a computer and open iTunes. See if it pushes the final unlock process and do any other updates it pushes. Let us know if it worked. If it still doesn't after doing iTunes. Contact Rogers again to confirm if they did in fact send the unlock request.
Normally whatever provide sends the unlock request to the iPhone. And then you have to plug it in to iTunes to finalize the unlock. Keep us posted
