Bought a Sim and voucher and now I cant activate

oops, you cannot use voucher for activation anymore, it can only be used for renewal or buying addon

ask a friend with credit card to help for activation, then you can ask PM to remove the card from the system.  Or get a Prepaid Visa or Prepaid MC and use it for activation.  But it is true, prepaid card has a $5 fees for activation

Unfortunately, PM will require a CC or debit card on initial activation of a SIM. After the initiation, you can use vouchers for future payment but disable Subscribe (AutoPay) and pay with vouchers.

you cannot activate by voucher anymore.  If you don't have a credit card or debit card, you have to buy a Prepaid credit card from shops like Shoppers Drug mart and use the Prepaid credit card to activate a plan.  You can then use the voucher for paying renewal after activation

For some reason, Public Mobile doesn't allow people to sign up with a voucher any more. They require you to sign up using a credit card. Now, some here say that you can sign up with a pre paid credit card, but I've never been able to apply that test.
