$40 5G available to existing customers?

Hi,

When I browse Public Mobile website I see a 5G plan 30G for $40. However, when I log in to my account and try to change my plan to that offer, it is not available. Is that promotion only available to new users?

With Freedom, Fido and Virgin offering 20 gigs for $34, they really should allow their customers to change their plan to this.
