If I call out someone, no one answer the phone, still count for 100 mins, is that right? thanks.
Also when I call out for other city within the ontario, I hear "the long distance may apply".

That is what @popping said a page ago. With the aggressive timers these days, it is almost not cost effective to buy limited calling plans. 100 minutes would disappear in no time. I remember my first cell plan with Clearnet (humble beginnings for Telus) came with 100 minutes. That would be enough for several hundred calls. The timer starts at connection, ends with disconnection and timing is by the second with no round up.
That is why I was looking for clarification because it states time starts from initiation of the call. I think better wording would be connection of the call instead.

@Alan_K I guess the wording needs to be changed to say when the call is connected instead of initiated. But once the call is connected routing time and ringing are counted in the minutes used

@Alan_K That's what I always understood, that it either needs to get connected to the party being called or going to voicemail/answering system before it gets counted as a call.

@ShawnC13 When it starts dialing, time starts getting counted. Dialed another number until I got to voicemail and it registered 49 seconds being used on my plan. Hope that helps!

Read the attachment carefully, The highlighted sentence assumes the call is connected. When a voicemail system or answering machine answers the call, it will count as connected. If the line is keep ringing, there is no connection.
If the call was NOT connected, how PM counts the time from the call was initalted to the disconnected time?
Correct me if my English comprehension is not good.

Yes. I am sure as I tested it. Every phone companies in Canada are working this way. But every phone number in my phone book have voicemail or answering machine. I don't let it ring too long and hangup.
I setup my mother's PM line with 1 sec empty announcement + extended absent + disable leaving message voicemail. If you get to this kind of voicemail setup, it will ring, pay the 1 second of dead air and hangup. You will be charged for 1 outgoing minute.

Again minutes are used once the call is initiated including the routing time and ringing time. Even if no one answers

Your plan includes long distance calling within Canada. After hearing long distance alert, send your call. you won't be charged for it. Your available minutes are used when the other phone rings.

If you reach someone answering machine or voicemail, it will count as your outgoing minutes.
If nobody answer, it will not account as the outgoing minute.
Dial 1 before your phone number will eliminate the long distance my apply warning message.message.

With any of the limited minute plans as soon as you intiate the call by dialing out that is when the timer starts.
