011 appearing before a number on caller id

Today i recieved a call and for some reason there was 011 before the number and when i called back i got a message that i cannot complete this call. I have a long distance add on too.

So question is 1) why did i get 011 before this number? I have used Nexus 6p on rogers for almost 1 year and never had this problem. So it's not phone related

2)Why wasn't i able to call back on this number?

Would like to add, if i copy pasted the number and removed 011 Infront of it, i could place the call.

It's actually very inconvenient and feels like we are reinventing the wheel again, why does such issue exist in 2016.

It could be some glitch, or a network issue. A PM Mod would know more
