If there's no announcement, I tend to think of the maintenance as unplanned.  I do notice that the these unannounced self serve downtimes tend to happen more often a night. Unfortunately, it seems as if the unannnounced maintenance periods are more frequent then the announced ones.  All I can say is to try again later. It'll likely be working again within a few hours. Some account activities can be perfomed by dialing *611.
