Received message saying I used 75% of my data. I have 10 GB per billing. I’ve used less than six.  Why did I get this message?

January I upgraded from 1gb to a 10 gb plan.  Have not used phone since as I was out of country.  Just used 1 gb and see that on my act i am almost out of data.  Impossible.  Help please??
My bill came out 20 October.  If I get a new plan today, 27. October, Will I be paying For my older $25 plan and my new $35 plan for the next three weeks?  Or will my old plan be prorated?  
I pay my bill on the 21st of each month. I’ve decided to go with another company. How and when can I end my service with public?
