Upgraded to 10gb from 1 gb in janaury but public won't let me use extra 10

January I upgraded from 1gb to a 10 gb plan.  Have not used phone since as I was out of country.  Just used 1 gb and see that on my act i am almost out of data.  Impossible.  Help please??
