What information is required for proper authentication to make a request with customer service ?

In previous years Public mobile would provide extra data and phone time. I did not see it advertised this year. Is this still occurring ? I have asked customer support but I am still awaiting a response.

Can anyone suggest a web site that allows sending text messages for testing your phone.
