I have purchased a new phone and moved my SIM from the old phone to the new one. Is there anything else I need to do with Public mobile?

I've lost my phone & want to start using my old phone while figure out what I'm going to do ( or see if someone found it).I'm not able to reactivate my old SIM card. It says it's a previously used SIM card. Why should this be an issue?
