Transferring plans

I would like to transfer my provider. I am currently with TelusAnd my daughter with Koodo. I would like to transfer both over to public mobile. How would I go about doing this?

Both are locked into a contract. Do I need to pay this contract off before switching? Or can I switch and pay balance later?
