SIM network PIN blocked

I just activated a brand new account. It's all good online, but on my phone it says SIM network PIN blocked. Enter SIM network PUK. What does this mean?

It will use data to text pictures, which will accumulate on your phone settings but will not go towards your data usage on Public.

Yes it is a Samsung. But we didn't transfer anything over. It's not had a SIM card in it for several years.
