I will be traveling to Korea for a month, and I'm going to be getting a new SIM card when I land so I can contact friends and family. Is my phone locked to my current SIM card with public in Canada? If so, how can I unlock it so I wont have any issue...

im trying to renew my plan and i had to get rid of my old Visa debit card as it wasnt working properly, now when i try to update the information with my new Visa debit card it just says "oops try again later" what am i doing wrong?
