i bought the public mobile sim card  for my grand daughters phone I went all through the set up and have paid and her phone is saying unregistered sim

I want to give my grandaughter service for her cell phone,  and i will be adding her to my bill, but how do i get my referral.   I have sent her the sim card and i will be activating her phone on my account.
