You would have to create a 4 digit pin, first time you call into the voicemail center they will prompt you to create an intro. After that your voicemail should be activated and able to be changed on publicmobile.ca
You may want to restart your deviceRemove your sim, wait 1 minute, put your sim back in afterwardsor if that doesn't work, check your remaining balance or data usage on publicmobile.ca to make sure you haven't gone over.Also try airplane mode
