Opportunistic COVID-19 scams are everywhere.
The US government is being aggressively proactive about identifying them, shutting them down, mitigating their damage, keeping people informed. Homeland Security, Health, Welfare, FTC, and various other agencies assigned specific powers and tasks (and accountabilities) to combat this problem.
Europe has implemented something similar, long before USA did, though more draconian in some ways and within a more limited technological scope.
