Maybe what you're looking for is more like this Telus plan that is $100 for a year (works out to $8.33 a month) with a promo that currently has unlimited calling and texting and 2GB of data a month. After a year it reverts to 400 call minutes and 400 texts with no data.
Telus' $100 plan is sort of OK but tricky as after a year limit of 400 minutes/sms is YEARLY LIMIT, not monthly. And it is not that clear do they count OUT sms only or IN _AND_ OUT. Comes to 1.1 SMS/day 1 minute of calls/day.
Imagine waiting for bank or government to pick up your call... 'We appreciate your call. Your are 132 in line; approximate wait time is 6 hours'.

if you want to port your current phone number to Telus...you'll be given opportunity to port to Telus during the activation process...your PM account will deactivate automatically once ported successfully. (make sure to activate and port while your PM account is still active.)

After 11 1/2 months, the op can get a PM sim and start a new account. As a new account will be entitled to get the cheapest plans available at that time.
