Any Provence can go into phases 3 except Ontario and Quebec.

Second wave is a misnomer.  It's all the same thing.  What's interesting is that if everyone could social distance for two to three weeks and infect no one this pandemic could end.

It would be interesting to know what a phase 3 opening looks like.  The GTA is stuck in phase 1.

It does not matter which re-opening phrase we are in.  If we are not doing the physical distancing and wearing mask when we are outside.  COVID is still there.

Yesterday, people were going to the rally at Tulsa, Oklahoma without wearing mask.  They are still in the first wave until the vaccine is found or they are all dead..
