@newhere's problem with voicemail resulted in this final resolution: "When you suspended your account, the voicemail feature was suspended as well. I would recommend you getting a new SIM card so we can transfer your account to the new SIM card, this way you will just need to set up your voicemail again and you will not lose any of your recorded voice mail messages."
So, I suggest PM add a note to the Lost/Stolen Phone page in self serve to reflect the best way to manage and recover voicemail.
