Both of those being blocked out is a restriction because of the software on some phones, specifically when it comes to some devices running Android 8.1. Some people have suggested to insert a Freedom Mobile or Roam Mobility sim card, add Public Mobile's setting and then reinsert the Public Mobile sim card.
