Trying to set up data on an new Iphone 11 and on line Public advises 3 steps:
1) Tap:
* Settings
*Cellular
*Cellular Data Network
2) Input this info:
* APN: SP.MB.COM
Then there are 2 more steps to input after MMSC: and then after MMS Proxy:
The only problem is the MMSC: and MMS Proxy: are not there on the screen after the APN:
The only thing there is Username and Password.
Not sure how to proceed? Anyone know? Thanks

I have the same thing... But in my case the data worked right away without changing any setting.

Do you have any software / carrier updates available? Have you rebooted your phone with your data enabled?
