Have you loaded your free "more the merrier" 2gb data add on yet? If not go to the plans and add ons page in your account and choose it ( and your free 500 international add on too) and submit the $0 payment.

Are you a new Public Mobile customer?
Have you just ported a number to Public Mobile?
Try one or more of the below:
*turn off your phone, leave off for at least 3 minutes, then reboot
*removing your SIM for a few minutes, then reinserting it
*go into airplane mode for a few minutes, then going back to regular mode
*reboot your phone again

Can you log into self service to ensure you have data listed under My Data & Add-Ons.

What type of phone do you have? On many phones, resetting those simply puts the settings back to default, but the proper settings may have never been there to begin with. Take a look at the settings shown here: Set up data on an Android phone (publicmobile.ca)
Some Android phones also need the APN type to be set to:
default,MMS
