why does my phone automatically transfer to voice mail when called?

hello, I am new to Public moble, since two weeks ago. At first the sim card i bought has defect, then i bought second sim card last week. This time the sim card can work, but everytime when my friends call me, it will automatically  transfer to voice mail. I there anybody know how to solve this problem? thanks

@ada2018, This is something that can be controlled at the phone level.  There are settings to control when a cal is transfered to voicemail.  It can be set to transfer when busy, when unavailabl (or something like that), or allways.  Perhaps your phone is set to allways transfer???

BTW, did you transfer a number from a previous providor?  That might also have something to do with it, if the transfer did not complete properly.
