Hello,
I have been trying to check my voicemail with no luck. I am able to dial into my mailbox, but when I press 1 to listen to messages, I just get silence. The voicemail bot tells me I have 4 messages, but won't play them for me. Tried powering my phone off but this doesn't do anything.
Help!

Perform a Reset of your device's Network Settings.
iphone:
To Reset Network Settings, begin by opening the Settings app. Next, tap General -> Transfer or Reset iPhone -> Reset -> Reset Network Settings. and enter your passcode.
Your iPhone will reset network settings and restart itself.
android:
Find and tap Settings > System > Advanced > Reset options > Reset network settings.
This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.

@elanastacey sound to me those are only silent voice-mail. Often happen when people realize its VM and hung up. Did you try to press the option to delete? If so, it confirms this fact
Also, test the VM by leaving a message yourself. Talk for 15 sec. Then call back your VM to see if you can retrieve your own message

Maybe they are spammers or robocalls that disconnect when sent to voicemail?

can you try reseat the SIM card and Make sure your phone is off before removing your SIM card,
1. power off your device
2. take out the SIM card,
3. waiting a 1 minute
4. put it back and power on,
5. toggling airplane mode off/on,
can you try manually selecting network "3G ONLY" or WCDMA only,

and do Rebooting your phone ,This is quick and simple,
*what is mean for Rebooting the phone means to turn off your phone and turn it back on again.
and try to call your number from same device..
