sounds like you have do not disturb as someone else mentioned or they might be in blocked number list.

 @tonysuhua1001 you have used PM for some time, right?  if so, I assume incoming calls  were working fine and just happened lately?

did you try reboot your phone?

If reboot does not work, try reseat the sim (power down, take the sim out and wipe it clean, put it back and power up).  Yes, it's personal experience, I had it once and regular reboot didn't resolved the issue until I reseated the SIM

Did you accidentally enable DO NOT DISTURB (DND) on your phone?

Check your settings for this.

Also, just checking, is this for an account that was just activated and a phone number was ported over to Public Mobile?

If so, it can take 2-3 hours to port from a cell provider to complete. 

It could take around 7 days for a landline/voip to complete porting.

Incoming calls are usually last.
