using phone in Mexico

I don't have a Mexico plan, just the basic $25 one. I'm currently in Mexico and my phone is picking up AT&T, which surprised me, as I didn't think I had a plan that would allow for that (last year, for instance, I couldn't pick up any service). Will I be charged if I turn data roaming on and use my phone here?

@taylor7  No there is no charge for turning on data roaming, if you haven't prepaid something with Public Mobile it will just fail to work.  But without a Canada-US-Mexico plan it's not likely the phone will work there.
