Are you using an iPhone and trying to send/receive text from Android phone user or vise versa?
If yes, the iPhone user need to configure the iMessage settings as follows:
Under iPhone Messages settings:
iMessage = enabled
SMS/MMS
MMS Messaging = enabled
Group Messaging = enabled
All other Messages settings are disabled
How do you know what message type you are sending or receiving on iPhone?
Messages with green bubbles are normal SMS/MMS text messages.
Message with blue bubbles are sent via the iMessage

@kb_mv thanks for pointing out I realised when I hit post
Then i try to cancel the post and off course everything freezes, I'm lucky it didn't post multiple times for each cancel I pressed:)

I can understand your frustration with this. If you’re on iPhone try enabling iMessage or if enabled, try disabling it. Go to Settings > Messages > iMessage. Check to see if you haven’t paid for your plan yet and add funds if needed:

Additionally, you can try turning on airplane mode for 10 seconds then switch it back off. If it doesn’t work you can try turning off your phone for 10 seconds, then back on.

What phone do you use?
For mms enable data, it won't count against your data
If on iphone select sms on your settings for texting instead of iMessages, otherwise it will try to use your data
If that doesn't help try using different messenger just to test it

Does your talk and data work?
Is your account status active?
Regular texts (SMS) versus Picture texts (MMS)?
Maybe reboot your phone. Network reset.
