My last subscription was $15/month with unlimited incoming calls and texting, with 3 GB of data and 300 min of out going calls. I updated my public app and now automatically changed my subscription to $30/month. Can I not go back to the $15/month?

Sorry, but Public Mobile has never had a $15 plan that includes 300 minutes of calling and 3GB of data.
