i think your husband's current plan is $15 or $13, that's why he has access to that plan
if your plan is over $15, there is really no way to get that $15 plan. PM support won't help with changing plan that is not offered on your profile, too.

Customers can only choose from plans that are offered from within the Public Mobile self serve account. Not all customers have the same plans available.

no pro-rated here. So, don't try to change the plan now or you will lose money
but you can schedule a plan change, just use Change on Renewal option.
Even if the data you have in this cycle won't be enough till the next renewal, wait till you really out of data, then use Change Now to make plan change at that point
