I'm in the US Before I left Canada I paid 15$ for US roaming.  All I get is a busy signal for a few seconds and then nothing. Just now I paid another $30 and still no difference. What is the problem?

yes, the same one for sure won't work,  but two set of addon overlapping won't work either.  And in OP case, he does not need both of them anyway, so better to work with support to sort that out

The roaming help page only clearly says you can't have two of the same, so it's a bit ambiguous when it comes to two different ones, it sounds like it should work but in this case there is an overlap of functions except for data.  From the help file:

  • If you purchase 2 different U.S. Roaming Add-Ons, they will expire separately. For example:
    • You purchase a U.S Roaming Talk, Text, Data Add-On on Day 1 of your subscription. It will expire on Day 15
    • On Day 6 of your subscription, you purchase a 1 GB U.S. Roaming Data Add-On. It will expire on Day 20
  • You cannot have two of the same roaming add-on on your account at once

$15 is the voice and text roaming, $30 is the bundle, you cannot have 2 roaming together, it won't work

to use voice, try connect to T-Mobile and change the network mode to 2G and see if it works

but since you have 2 roaming addon, they can't work with each other, you might want support agent to remove one of them first and refund

@JoeK   For voice calls in the USA you need a phone that is "certified" for VoLTE by Public Mobile, see list here

But does anything work?  If the phone is not VoLTE it should still work for texting and data.  Try setting to 4G/LTE if you are on 5G, and try each of T-Mobile, AT&T and Verizon.  Enable data roaming if you haven't already.
